I cant really explain the process to do this just yet, because I dont remember all the steps I took, but I do hope to "master" this skill and create a tutorial to help others do the same. From there I cleaned it up until I was happy with the final product. I used a mix of SC4Mapper and SC4Terraformer to pull height maps(very broken height maps) and change some stuff to make them a little more usable, from there they were imported into C:SL to create a very rough, but usable file in the city editor. It took me a few hours, but I managed to go from this region save file to this Cities: Skylines map. I had a region from Simcity 4 that I was very fond of, but without a height map I had the problem of having no way to bring it over to C:SL without rebuilding it all by hand.
